Indonesian Migrant Workers Remain Vulnerable, Activists Say

Despite a new law and efforts by a supervision in Jakarta, activists contend hundreds of thousands of Indonesian migrant workers are still exposed to abuse overseas.

In 2018, Indonesia sent some-more than 200,000 workers to places such as Saudi Arabia, Malaysia, Singapore, Taiwan and Hong Kong.

The Indonesian National Agency for a Protection and Placement of Migrant Workers (BNP2TKI) says there are about 4.5 million Indonesian migrant workers. The infancy are in a domestic zone and 70 percent of them are women.

High-profile cases

There have been countless reports over a years of Indonesian migrant workers pang from violent conditions overseas, and dual new cases have combined an uproar.

Last month, Tuti Tursilawati was executed in Saudi Arabia after murdering her employer for allegedly abusing her. In February, Adelina Lisao died after Malaysian authorities found her in vicious condition in her employer’s house. She was malnourished, with justification of abuse on her body.

As of Sep 2018, BNP2TKI had perceived 18 complaints of earthy or passionate assault by employers. Last year, there were 55 complaints.

Anis Hidayah, a conduct of emigration investigate during Migrant Care, a nonprofit classification advocating for a rights of migrant workers, pronounced many workers are in exposed position.

Preparation issues

Hidayah pronounced there is not adequate credentials for a workers before they leave.

“Pre-departure word that includes credentials and credentials are essential and competence establish their predestine while they work,” she said. She pronounced workers should be prepared about where to go and what to do should anything neglected occur to them.

But Nusron Wahid, a conduct of BNP2TKI, doubtful a explain and pronounced a supervision provides migrant workers with a required information before they go overseas.

“We start with credentials to build a workers’ ability so they are some-more able and they will have a full bargain of what kind of pursuit and a risks that they might face,” he told VOA. At a agency, pre-departure credentials takes adult to one month, from administration to lecture to ability building.

Last year, a supervision released an updated law on word of Indonesian migrant workers, that states 3 conditions that a receiving nation contingency meet. First, a nation contingency have a law that protects unfamiliar workers. Second, there needs to be a created agreement with a Indonesian government. And third, there contingency be a amicable confidence or word complement that covers migrant workers.

The law also brings Indonesia underneath a International Convention on a Protection of a Rights of All Migrant Workers and Members of Their Families.

New routine

Hidayah pronounced a new law could revoke migrant workman disadvantage if wholly implemented, “but a fact that a new law is some-more modernized than a prior law, that is still on paper.” Implementation, she said, “is an wholly opposite thing.”

Hidayah pronounced there will be a two-year transition duration as a new law is implemented, to concede technical regulations and policies to be set up. She explained that Indonesian informal governments contingency also ready themselves, since a supervision in any regency, range or encampment can assistance in ensuring a word of migrant workers.

Wahid pronounced member of a Indonesian government, during embassies or consulates in receiving countries, are simply contacted in box any migrant workers wish to board a complaint. “Twenty-four hours [a day], they can content or call,” he said.

But he certified that in a nation such as Saudi Arabia, a migrant workers can't trigger communication with supervision member as simply since of a culture. “Especially a womanlike workman there, they mostly stay during home and have to be reclusive,” he added.

Things are opposite in countries like Singapore, Hong Kong or Taiwan, where internal laws and policies are some-more easy for migrant workers. “There they get one day off, afterwards a workers can accumulate during a park or a station,” he explained.

Wahid pronounced a supervision is devising a one-channel complement so that a migrant workman will not be tied to a agreement with an particular employer, though with a company, by an outsourcing model. “Now when we have 100 cases, we are traffic with 100 people,” he said.

With a new model, a association or representative contingency take full shortcoming if anything happens to a workers.
